Kline Swinney Associates is leading the preservation, restoration, and adaptive reuse of this historic County Courthouse to accommodate multiple government functions while honoring its architectural heritage. The team began with comprehensive as-built documentation to locate all building systems and historic preservation elements, followed by a phased restoration plan addressing the building envelope, systems upgrades, and site enhancements to revitalize the courthouse square.
Phase 1 focused on major interior restorations and accessibility improvements. In the basement level, terrazzo flooring was refinished, and public restrooms were redesigned to meet ADA requirements, with upgraded HVAC and lighting to support weekend public events. On the second floor, the historic courtroom was carefully restored to its original character and re-adapted for use as commission chambers. Work included new plaster and millwork finishes, restored historic windows, refurbished pews, modern AV and IT systems, and upgraded mechanical, electrical, and fire protection systems. The third floor was renovated to convert former office areas for the Planning and Codes Department, featuring new building systems, refinished terrazzo floors, and ADA barrier removal.
This project blends historic preservation with modern functionality, ensuring the courthouse continues to serve as a civic landmark for generations to come.
